Change sdANGLE voting rules to go back to "Winner takes all", and turn on the fee switch on sdANGLE

Context
sdANGLE governance votes are currently replicated in a proportionate manner. It appears that the Angle lab team has done a work to centralise as much as possible the Angle protocol, creating a risk for the DAO. It is important to have a solid veANGLE governance counter-power for the good of Angle Protocol.

The most recent example in date is the Layer 0 airdrop where the Angle lab team chose to manage the sdANGLE distribution themselves and refused to take into account veSDT boost, without consulting governance and despite recommandations from Stake DAO Association.

I therefore believe that we should change the replication method for sdANGLE votes to use a “winner takes all” replication (like it used to be when sdANGLE was launched).

Furthermore, the revenue model of sdANGLE for the DAO is that strategies bear fees and the locker doesn’t. Since there are no more ANGLE strategies, we need to turn on the fee switch for the locker, to align on other lockers without strategies.

Technical implementation
Update replication bots.
Adjust fee rate of the Angle Accumulator.

veSDT boost is key value proposition for locking SDT. It is unacceptable when Angle lab refuse to take into account veSDT boost. Interesting to know what is the key arguments from Angle lab team to extract value from sdANGLE+veSDT holders and redistribute value in unfair way? I hope it was done unporpose and there is still opportunity to fix this.
