SDIP#15 : New governance framework

Summary:
This post aims to define a framework for the Stake DAO governance by defining several types of proposals depending on the subject discussed, voting on DAO rules, and creating templates that should be helpful for everyone trying to participate.

Posting a proposal on the governance forum and discussing it there and on discord first allows us to get a sentiment check and valuable feedback about the community’s ideas and upcoming Snapshot votes.

Rationale:
I) Information required for every type of proposal:

Governance forum post: Each proposal should be posted on the governance forum for at least 48 hours before posting the snapshot, which allows the community to give some feedback, propose changes, and vote on a community sentiment poll.

Number, Name, type and description of the proposal Each proposal must be easily identifiable and correctly classified.

  • Name: The name must be the same on the forum post and snapshot (Max 10 words)
  • Number: Each proposal must have a number representing the post order on the forum and snapshot
  • Types and description: SDIR.- SDGP - SDIP. These are discussed in detail below.

Summary: Short description of the proposal (1-2 sentences max)

Rationale: Detailed explanation of the proposal and milestones for its execution.

Means: Resources needed for this proposal

  • Human resources: Special skills required if any (dev or others)
  • Treasury resources: Proposal cost (in SDT/stables), % of the treasury required

Technical implementation: Highlight the technical implementations of this proposal if any

Timeline and Roadmap: Include a suggested roadmap and immediate next steps required for a minimum viable project.

Voting options: Mention the options that will be included on the snapshot vote, including an “Abstain” one.

II) Different proposals categories:
I suggest 3 types of proposals:

Stake DAO Integration Request (SDIR):
Description: Proposal to add a new protocol to Stake DAO, either on liquid lockers, or passive strategies. This type of proposal should include, in addition to all the points mentioned in the first part:
Project Presentation: (After summary)
Protocol name
Audit(s) links
Supported chain(s): Ethereum / Polygon / etc
Twitter/Discord/Telegram links

Project metrics:(After project presentation)
Current protocol TVL
Daily volume
Community size on Twitter/Discord/Telegram
Estimated extra yield for $veSDT holders thanks to this proposal if any

Considering that the integration proposals can happen quite often, and that the risk for the protocol is lower than other proposal types, we could consider the following parameters:

Proposal specifications:
Admin: veSDT holders
Community feedback: 2 days min
Voting duration: 3 days
Quorum: As we’re still in the migration phase to veSDT, each quorum will be voted on later.

Stake DAO Governance Proposal (SDGP):
Description: SDGPs are about common governance proposals, especially the ones related to the treasury of the protocole and the DAO organization.
This type of proposal should include, in addition to all the points mentioned in the first part:

Context:(After summary)
Comprehensive overview of the proposal,treasury breakdown if needed.

The SDGPs would concern but wouldn’t be limited to:
Quarterly budgets
Liquidity mining gauge votes
Grant program if any
Contributors/Dao Committees rewards
Long term partnerships (i.e Dao Swaps)
DAO expenses

Proposal specifications:**
Admin(s): Team multisig
Community feedback: 2 days min
Voting duration: 5 days
Quorum: As we’re still in the migration phase to veSDT, each quorum will be voted on later.

Stake DAO Improvement Protocol (SDIP):
Description: SDIPs are about the most important modifications either on the governance framework or on the protocol directly.
This type of proposal should include, in addition to all the points mentioned in the first part:
Context: What’s the modification and why it’s needed.

The SDIPs would concern but wouldn’t be limited to:
New version of the protocol
Smart contract modification
Updates on the initial parameters
Governance framework modification
Add/Remove a signer on the treasury multisig
Modification of the protocol fees distribution

SDIPs are the most critical and important types of proposals, as it’s directly about the core product of Stake DAO or a major change in the functioning of governance.
It’s very important to get as many community members aware of this kind of proposal for them to vote accordingly, which is why we should consider more conservative parameters, and a longer voting period:

Proposal specifications

Community feedback: 2 days min
Voting duration: 8 days
Quorum: As we’re still in the migration phase, each quorum will be voted on later.

Each type will be detailed in a template for each category on the forum.

Treasury allocations:
The treasury allocations will be shared in a category called "Treasury Management”
This category will includes monthly reports about the treasury actions taken, suggestion channels and soft community polls to consider new strategies proposed.

The voting length for the SRIR is too low for me. 5 days would be more convenient…

We proposed a lower period than others because integration can happen quite often, so 3 days allows to not get blocked as it’s not critical for the protocol
